Abstract

There is no doubt that the Federal National Council, as a federal constitutional institution, exercises its various powers at the legislative level. It undertakes the task of legislating in all fields at the level of the United Arab Emirates. Therefore, its legislative authority in this field is crystallized in two fundamental issues: the first is draft laws, and the second is international treaties and agreements.

However, it is important - in this study - to determine the legislative role played by the Federal National Council in light of what a number of comparative legislative councils specialize in, in order to determine the extent of the real role of the Federal National Council in this field.
